I can’t see any way out except state controlled distribution of the product, at prices/quality that organized crime can’t beat, combined with state sponsored addiction treatment. Take the profit out and distributor marketing and violence will decrease (?). Provide treatment and crime motivated by users to secure the drugs will decrease (?).

Addiction, particularly almost immediate bone-rattingly addiction following usage, combined with the incredible amounts of money to be made from distribution, ensure - to my way of thinking - an almost intractable problem.
